Whitemarsh Township's Emergency Services Board meets Wednesday, Aug. 19, at the township building, 616 Germantown Pike in Lafayette Hill, with the agenda and supporting documents posted to the township website Tuesday afternoon.

The ESB oversees the township's three emergency service organizations: Barren Hill Volunteer Fire Company, Spring Mill Fire Company No. 1 and Whitemarsh Community Ambulance Association, along with the Whitemarsh Township Police Department.

The stakes are real.

The session comes five months after a consultant study on the future of Whitemarsh's emergency services divided the township's two fire companies. At a March 11, 2026, special meeting that was not advertised to the public, the consultant recommended five structural changes, including hiring a township fire chief, creating a Department of Fire and Emergency Services, establishing formal agreements with the nonprofit fire companies and ambulance association, and transforming the ESB itself into a "Public Safety Coordinating Board," MoreThanTheCurve reported.

Barren Hill Volunteer Fire Company, led by Chief Chris Schwartz since 2008, supports the unified command structure. Spring Mill Fire Company, led by Chief Wayne Masters, maintains the current two-company system already works efficiently.

Board of Supervisors Chair Jacy Toll said at the March 11, 2026, meeting that the supervisors would consider advertising an ordinance to create a director of public safety. Whether that ordinance advanced is unclear from public records.

Barren Hill's funding pressures add another layer. Board of Trustees Chair Shel Klein wrote in the company's 2025 annual report, published in February: "The Whitemarsh Township Fire Tax and Municipal allocation do not fully fund the fire service. Annually, we rely on grants, rental income from our property and our hall, and your generosity to meet our budgetary obligations."

The volunteer company responded to roughly 500 calls in 2025 and is fundraising for a new Sutphen Monarch tower ladder to replace its 1997 aerial. Barren Hill added 12 new volunteer members last year, including firefighters, fire police officers and junior firefighters.
