A developer wants to build 150 townhouses on a 4.3-acre industrial site along the Conshohocken riverfront in Whitemarsh Township.
Rockwell Development Group submitted a sketch plan for the project at 501 Washington St., MoreThanTheCurve first reported on Sept. 3. The site sits between Villanova University's new rowing center at 601 Washington St. and condos and apartments under construction at 401–433 Washington St.
The property is zoned heavy industrial. It also falls within the Transit-Friendly Design Overlay (TDO) District, which the Whitemarsh Township Board of Supervisors adopted in 2024 to encourage residential development near the Spring Mill Train Station. The station is within walking distance of the site.
The two parcels at 501 Washington St. have been owned by Dan Lepore & Sons Realty Associates L.P. since 1995 and 1998. Dan Lepore & Sons Company, a third-generation masonry construction and restoration contractor, currently operates there.
Rockwell Development Group was founded by Greg Lingo, a 25-plus-year veteran of the homebuilding industry, according to the company's website. Lingo previously owned Cornell Homes, which developed the townhouses along Moorehead Avenue in West Conshohocken.
A small portion of the property crosses into the Borough of Conshohocken, affecting roughly three of the proposed homes, according to MoreThanTheCurve's reporting.
At the sketch plan stage, the planning commission discusses the proposal but does not take a formal vote. The plan will likely appear on the Whitemarsh Township Planning Commission's Oct. 8 agenda, according to the commission's September agenda as reported by MoreThanTheCurve.
Township planning staff noted in January 2026 meeting minutes that they planned to resolve conflicts between the Spring Mill Mixed-Use District and the TDO during the first half of 2026. Whether those amendments have been completed is not clear from available records.
